Toddler on right couldn’t control the bike nearly knocked toddler on the left off repeatedly then was trying to race feet to keep up and looked like they were going to fall off face first onto road. They were with a woman walking a dog along the pavement but neither should have been on cycleway, they were at such an early learner stage of learning to ride a park/home was the best place with pavement second. It made the road dangerous and prevented anyone actually riding a bike from using the cycleway.
